You DO NOT want to strip it to bare metal. The original primer/base is adhered to the metal better than you will be able to redo it. The main idea is to get rid of any/all clearcoat thats on the wheels and roughen up the paint surface.
The paint was already coming off down to the bare metal, so in order to get things to look right it all had to come off.
As long as the surface is properly prepped, there should be no issues with the paint adhering to the aluminum.
