lower side and rear valance painting

i was wondering, i want to paint the lower side and rear valance on my car, the part thats texture painted

im not concerned with smoothing out the texture paint, just painting it body color, so i was wondering if i properly prepped the existing paint, do you think i could paint over it?

if so, how would i go about doing this?
products to use?
ive searched for old threads, but havent really come up with anything

Scuff the the areas you will paint with a 3m scuff pad, clean thoroughly, let dry, mask off with blue painter's tape, spray light coats until you get the coverage that you want, finish with a couple light coats of clear coat.
Done.
