Plastic rear bumper adjustment tip needed!

Hello,

I need help to align the bumper areas where it sits on the bracket (near fender).

No matter how many times I adjust the brackets, it's still not sitting close to body, and it's keep sitting far away from the bracket/body.

Is it because my bracket is aged and changed shapes?

Can new brackets will eliminate those gaps?

Please advise!!
