I got mine at a Harley Davidson store. It is the same stuff used to paint the Harley engines.
It's not exactly "wrinkle", but it is textured.

You can get the same effect by using a high heat semi gloss and shooting the 2nd and 3rd coats from a further distance in quick spurts to give it that rough almost rugged Line-X look.

Or just get the right paint instead of doing it the half-assed way and making it look like shit.

Improper application resulted in your "textured" look.

I got my can of wrinkle-finish paint at either Pep-Boys or AutoZone. Can't remember for sure which one but I know it was one of those two...

So, whoever painted the Harley engines painted them wrong too? Every single one of them in the shop? I don't think so.

It says right on the can that it is a textured paint.

it might be wrinkle paint, but it is by no means powder coated...

I'm confused, who said anything about the textured or wrinkle finish paint being powder coating? How did powder coating come up as a solution to the OP wanting to have a wrinkle-finish valve cover?

Read the instructions on the Harley paint: requires baking in an oven. Makes a very hard, very wrinkly finish. Temperature and thickness of paint determine thickness of wrinkle and texture in general.

Best shit around to achieve that look. RTFC!

also please be sure not to use the oven for food after you powdercoat something in it. Probably knew that already, just making sure.
