Front bumper removal 89 325

The front bumper comes off with two 10mm hex bolts from teh underside of the bumper itself, correct? Ive been trying my darndest, but I cant get them off. They've been in penetrating oil for about two weeks, and no go. Any ideas? The bumper absolutely needs to come off, as i need to get the botton thingy off for paint.

Correct, just unbolt the two 10mm allen bolts from the underside of the bumper and it just pulls off. Make sure to unplug the wires to the lights, so you don't just yank them out.
