Rear Mudflap installation

I could never figure out how to install my brand new in-box rear latemodel oem mudflaps.
can anyone please halp me?

It's easy. What's the deal?

iirc I drilled 1 hole for the bracket on each side.

oh shit, so you have to drill something? I thought it just went into that slot in the frame rail...
