Removing RF fender without removing bumper?

I don't have the giant torx to remove the front bumper. There seems to be one last screw to remove the RF fender but it's behind the bumper. Is there a way around this?

It's an 89 with plastic bumpers.

I am kinda confused by your acronym. Like taking off the bumper by the bumper shocks? the 13mm bolts that hold the shocks to the frame?

I don't think there is a way to get the fender off without removing the bumper. You don't have an allen wrench big enough?

edit: RF = right front got it.

It's a torx bolt. All else fails I'll use an allen but I've had some bad luck with that in the past

I know that. I always used an allen on my plastic bumper. It shouldn't be on there that hard.
