What is this bumper?

Anyone know of a write-up to keep my metal bumpers and put this valance on the car? that is my goal, I prefer this valance but don't want to dump my metal bumpers if possible. I have been looking off and on since I got my first convertible like 4 years ago but never found what I wanted to do other than a few pictures of cars with it done.
