Fitting early euro rear filler panel- dimensions for drilling holes?

I have a euro early rear filler panel that can be fitted to us cars if you drill i believe two holes (maybe 4) to mount it. I was wondering if anyone has the usa filler that they can get some dimensions to help me get it right and not butcher the panel

I have the early euro panel. From what I remember to get the right holes for a US plate I put the filler on the car. From inside the trunk I used a silver sharpie and made marks on the back of the filler. Take filler off and drill out holes from the marks.

I just put a dab of white out on the license plate mounts, lined up the euro plate and embed the white out on the back of the filler. Then I just drilled the wholes.

I ended up removing rear trunk panel and license plate, then using a pencil to mark the back of the panel. Drilled the holes (3/8 iirc) and fits perfect.
