Euro Front Valance Moulding?

Isn't that the rubber cover for the front bumper? As it has the turn signal holes there. I'm looking for the bottom one. Under the fog lights. Its a solid one piece at the very bottom of the valance. I know there are different kinds of valances, but I posted the exact one I have (same car also).

Would that be the front splitter?

I lightened the picture up and you can see there are the ducts on each side in the picture you posted. Same one as kronus posted.

It's typically just called a lip.

This is also a US part, so any 84-85 e30 will have this lip also.
