I think the best way would be to have it steam cleaned. I live in Los Angeles and recently had it done for $55. Incredible results. Especially if you have rust under there, you're gonna want to put some POR-15 Rust Prevention product. Before you do, you'll want the surface to be as clean as possible. I truly doubt you can do as good a job as a professional steam clean. They raise the car overhead and therefore have easier access to all areas. Then they can rinse with a high pressure hose.
