installing rear center trim?

ordered the euro trim pieces for my 93 vert today and opted to get a new center rear trim piece while i was doing it. anyway, i took off the rear bumper and took out the left and right pieces, but how do i remove the center one? when i try and remove the bumper cover from the inside the nuts that hold the carriers just spin freely and won't losen? any tips?

that just pulls off.
i removed all the trim without removing the bumper.
