Mystery interior leak

I've noticed my driver's side footwell has been soaked, so I decided to pull out the carpet and investigate. I found that the main leak appears to be coming from here:





Can anyone give me any pointers on where the water might be getting in from? I know I'm missing a grommet on the clutch master, but I don't see that as the main source. Is the circled area somewhere behind the fender? Or is this location closer to the fresh air vent under the windshield? I'm just trying to save myself a little time if it turns out I don't have to pull off the fender.
