that piece is held in with a screw secured to the rubber itself. do you see the screw an no rubber? if not, I would go to a junk yard and possibly just try to unscrew one and pocket it
Even with the rubber piece it still seems to vibrate quite a bit. I've tried to adjust it several times but it seems like an extra stopper of some sort might help brace the mirror against the windshield better and stop it from vibrating.
