Knee Panel support clip? What is it?

Does anyone know what this is called and where I can buy one? The flap broke off when I removed my knee panel, i know it clamps onto the steering shaft and in the picture shows it when I had it glued which never worked out -_- now I have it held up with a zip tie where it used to sit because I have a hard time driving with it sagging down

About 2 hours but my eta is in the garage with the front valance being repaired in home and I got no other car to use :p
