Turn signal stalk presses in (toward steering wheel) O.o

Hi all, I was having issues with the left blinker where it would not flash but the relay was heard clicking very rapidly. After looking at the bulbs and replacing them and cleaning the sockets, I ordered a new OEM turn signal stalk and a flasher relay. I installed those 2 items yesterday afternoon, and upon installation I found that the plastic stall end presses in toward the turn signal stalk...similar to a rear window wiper on some European cars, but this is on the turn-signal side, not the wiper/washer side.

Does anyone know what this feature was for? Are our cars pre-wired for what ever that is?

It seems like it would be for a headlight wiper/washer system...
