Steering wheel getting hung up

So I've got all the shit done on my car. I replaced the dash and rebuilt the cluster. Got all this in and put the airbag steering wheel on.

If I have the steering wheel on straight it seems to get hung up. The feeling is that I tightened it too much but when I back it off a bit it still feels the same.

I believe that the clear circle piece, inside the hub, is the piece getting hung up but am not sure.

Any ideas? This has been the case since I've got the car. If I point the center of the wheel to the DS mirror it won't bind.

Got up today and started looking at the wheel. A small piece of clear plastic fell out...not sure what that is. Maybe that's my problem? It would have be be coming from behind the circle piece, meaning closer to the driver, as this piece isn't broken...just doesn't move well.

Its most likely part of the clock spring assembly for the airbag.

So a new steering wheel would be in store? I've got a momo wheel so I'm thinking just getting a hub.
