Another Sport Seat Issue (Not Reclining)

I just went through after reupholstering and replacing the struts on my passenger sport seat (driver comes next -_- woo) and the recliner mechanism still isn't working correctly. I know for a fact that all 4 gas struts are to spec and working correctly. I'm still getting some issues reclining though.

First of all I'm only really having problems with the forward/back recline motion, the seat's height adjustment APPEARS to be working fine.
The problem seems to be that the teeth in the recliner mechanism aren't catching. After I adjust, if I sit back into the seat, it falls backward and reclines fully instead of holding in place. Sometimes. If I grab the back of the seat with my hand and jiggle it and the handle a little bit it locks into place and works. It's holding in place, just adjusting is an issue. It also doesn't seem to push back against me when I have the recliner unengaged.

Again, I just replaced 3/4 of the struts including both of the recliner struts, with ones from a donor seat that I tested and are to spec.

Should I spray the teeth of the recliner mechanism with some WD-40 and brake cleaner? Or is my problem with the wire things that hang on the back of the seat? Or should I just say **** it, take it apart again, and replace it with the recliner mechanism from one of my donor seats (SIGH) I have two complete donor seats so parts won't cost me anything.

While I'm posting, everything in general just feels jiggly and loose on the OTHER seat that I haven't taken apart and reupholstered yet. Anything I can do about this? Will new struts tighten it up when I replace them? Or should I use the metal skeleton from one of my donor seats instead? I'm only replacing half the upholstery so doing that would about double my labor and increase the risk of me ****ing something up but I'd like to get it all done right the first time.

I just gave it some brake cleaner and wd-40 and it stopped the slipping problem. The whole mechanism still feels loose and the seat doesn't push back at all. To pull the seat forward you need to use your hand. Should I use a different recliner mechanism?
