    Floor vents

Are the floor vents under the front seats for heat/ac or for recirculation? I do not feel any air coming out the vents.

When you open up the "floor" vent setting, air should flow out. It is mainly for heating of the rear seat passengers but theoretically you can send cold air or ambient air through as well.

Would these ever possibly have water coming out of them for any reason?
I took off my passenger seat for some cleaning, and i noticed after a big rainfall that the floor in the rear seats on the passenger side was wet ..

No. The input to the floor vents is higher than the seats and under the dash. Highly unlikely for water to be an issue from there.

Do you have a sunroof? Check all drains.
