When you open up the "floor" vent setting, air should flow out. It is mainly for heating of the rear seat passengers but theoretically you can send cold air or ambient air through as well.
Would these ever possibly have water coming out of them for any reason?

No. The input to the floor vents is higher than the seats and under the dash. Highly unlikely for water to be an issue from there.
