Whats wrong with this picture?(Glovebox)

I received a new glovebox and latch today and went about removing the old one to find this. I am assuming the two holes in the metal peice are supposed to screw into the two holes in the dash above them? Just wanted to make sure because its pretty bent out of shape.

Yeah, but the metal plate goes BEHIND the dash panel
