You pretty much got the idea. Here's what I'd suggest just to add to it.
1) Remove all panels from car. Disassemble parts.
2) Vacuum all debris and gunk out of cracks
3) Wipe down thoroughly with either a Wax/Grease Remover (PPG DX330), or 99% Isopropyl Alcohol, or clean with blue Dawn dishwashing soap.
4) Scuff lightly with a 3M red scouring pad ("scotch-brite")
5) Wipe down again with cleaner
6) Mask anything with blue painters tape you don't want overspray to get on. Setup a clean area to paint.
7) Use a tack cloth (Surgical Blue preferably) and with a light touch remove any surface dust.
8 ) Do one or two light coats of an adhesion promoter (such as Bulldog adhesion promoter usually available at Pepboys) Give around 4 or 5 min between each coat. Wait 10min before next step.
9) Spray 3 or 4 light coats of a vinyl dye. I prefer SEM products such as their Classic Coat and Color Coat. Give about 5min between 1st and 2nd coat. 10min between 2nd and 3rd, and 10 - 15min between 3rd and 4th
I wouldnt scuff up the panels if I were you... I painted mine in the last couple of days, if u scuff up the pieces, the vinyl paint will NOT cover that up. It adheres just fine if u clean it right with degreaser, or actually water with a drop of dish soap works well too. If u get any light scratches in it by scuffing it up, ull need to primer it to cover that up, therefore losing the texture. Take a look at my pics a few posts down and see results without scuffing it up!
