Lift up and it tilts the whole seat back and forth. Or it can be pushed down and the seat will rise or lower.

I know that if you push down the second lever the seat can sink down or rise up a little bit, but I played with the indicated lever and nothing happened. Maybe because its not installed.

I was wrong. All it does is pull up and it tilts the whole seat.
