Under steering wheel/kick panel fastener

I am looking for the fastener that goes under the steering column that holds the kick panel up. The first attached image will show the opening that I am referring to.

The second attached image is a screen grab of the RealOEM page that should so what this fastener is. However, this item is removed from the listing. I believe it to be 26-27-28 on the diagram.

Does anyone know which fastener this is?
