New headlights

I need a pair of headlights and i pretty much have my heart set on angel eyes.

I want to do everything for under $150 so ive searched and found that maybe the right thing to do is buy ccfl halos and put them into some non sealed beams. If I did that what exactly would be involved?

Then the next question is what headlights should they be? Hella H4s for under $100?
