Check the grounds, or better yet check wires with a DMM or a test light

I am getting 11.00 volts at the fog light plug in when the switch and headlights are on and 0.00 when its off.

when i plugged the fog lights in STRAIGHT to the battery it didnt turn on at all...

if you bought chinese lights (ebay) the bulbs that come with them break with nothing more than a sneeze while holding them. get some sylvania bulbs

May be a ground issue between bulb and lamp. Any reason i can possible see..
Should light up when connected direct to battery, try it to rule out broken bulbs.

Not sure if you have new connectors, but check the ground wires where they enter the connector, as they have a tendency to break there without actually breaking the wire off. Use a test light to make sure you have voltage by poking through the ground wire insulation.

Something really strange is going on, i recieved my brand new relay from pelicanparts today, put it in and now the light in the cluster doesnt illuminate, but i put the old one back in and the light in the cluster illuminates...
