Passenger side low beam only turning on with high beam

I don't know why but the other day my passenger side low beam went out. Thought the bulb was gone but it still turns on with the high beam. What gives?All of the fuses are fine. Is there a relay I should check? Driver side low beam works fine. Also, these are Hella H4s. I didn't install, PO did a long long time ago, and no problem since.

There is a separate filament for the low and high beam in your H4, odds are its the bulb that is faulty. The lights are also separately fused too, so in the interests of being thorough, it couldn't hurt to check fuse 14.
