Help with fixing headlight issue? (Blown fuse?)

So I replaced my euro ellips with another set. There were no issues before, everything working perfectly.

Now, only the passenger side low & high's come on. However, both the city lights are still lighting up.

If the following are not an issue, what else can I check?
    - bulbs are good
    - headlights are in working order
    - wiring is done right (as it was working before)

I was thinking blown fuse? Can someone give me some help?

    Thanks,

And, maybe it is just a coincidence, but now my high-beam light does not light up on my instrument cluster.
It happened while the process of installing the new ellips.

I haven't checked the bulb for that yet because I'm too lazy to take apart the cluster again.

I had this same damn problem, never could figure it out.
      Changed all bulbs, nothing.

      Maybe try replacing a relay.

so what did you end up doing?

        EDIT:

My problem turned out to be blown fuses. It was dark last night, and I didn't see them. This morning I looked up the fuse numbers for the 4 headlights, and checked them all - turned out 2 of them were blown.
