91 Cabrio 3/4 Headlights on

On low beams, the outer 2 lights are on and work perfectly, however during high-beam operation both passenger side headlights are on while only the inner driver side lights up.

Any thoughts on my next course of action?

Each light has its own individual fuse. Your is most likely out for the one thats not working.

Doesn't the "lowbeam" have two filaments on some e30s? One for 'high beam' operation and one for low beam? I think it is the sealed beam versions.
Either one wire is disconnected, or more likely that filament is blown.

Here is a great article by my buddy Xmon that discusses and gives wiring diagrams for the headlight setup you have as a preliminary to modding it.
Yes you aren't modding it, but it has the info you need to t/s and correct it.
Read page 5' then go back to the diagrams.
