do i need to remove my foglights from the bumper to change the bulbs?

Assuming you have a late model fog light? If you do just get under your bumper and there is a Phillips head screw that you undo and then twist and pop off that circular cap. Then you will see how to remove the bulb. It is an h3 bulb you will need to replace with.

156 Lumens? Looks like this H3 is meant to be used for parking lights as stated in the description.
That is less than an LED powered Mag light.
