Low Beams not working

I have an 88 325i vert and my low beam lights weren't working but my high beams were. I checked the fuses and they were fine so I figured it was the relay so I decided to swap my high and low relays around. My lights worked but they were sort of backwards. My low beam lights stay on whenever the switch is pushed in and they turn off whenever I pull it back all the way.

I sort of have that problem too. My driver's side headlight won't turn on while it's set to low, but when I set them to high then all four light up. Too bad I don't know anything about working on cars.
