I have searched around a bit for a definitive answer, I tried jumpering terminal 30 on both relays- that didnt work. Would like to have lows on when the highs are on if there's a simple way to do it.

Jumping pin 30 on the 2 relays should work. You sure your jumping the right relays? If not then you could put a diode on the low and high beam hot wires then just splice them together to run a single filament bulb. The best one-stop shopping for German car parts and lifestyle: http://www.gutenparts.com/

Relay K3 is for the low beams, and K4 is for the highs. You can either jump pin 30 on K3 to pin 30 on K4 or you can jump pin 30 to pin 87a on K3. They achieve the same result. If neither of these work, something happened when you wired up the lights.
Edit: I just read your last post. Do you mean the relays being disconnected won't turn the low beams off? If that's the case, you've somehow wired them into a hot lead and need to go take a look at your wiring.Interested in vintage cars? Ever thought about racing one?
