My problem is that we are getting power from the connecter to the hid ballast but we are not getting power out of the ballast. I have no clue what the problem could be.

On both ballasts? If only one side isn't working ,swap the ballast and see if it's no good. Which is probably the case. -

The aftermarket ballast sometimes require you to reverse the power and ground wires.Comment
