no power to passanger lo beam

i do not get any voltage from the passenger side 9006 low beam plug. the driver side reads 13.6v when it is on, the wires are tucked behind the radiator and would not like to remove everything if it is possible. fuses look ok, for now i took the plugs from the 9005 hi beams and use them to power the low beams, the only problem is that i have a hot wire not connected to anything, it is electrical taped for now. Need to get a fix it ticket fixed for now, but still need to solve this problem, any suggestions?

You stated that the fuses look "OK". First swap the low beam fuses to see if one is bad.
I spent three hours trying to solve this same problem because the fuse looked OK. When I checked it with and Ohm meter I found it was bad even though the wire looked fine. If the fuse is OK, get a meter, find a wiring diagram for the lights and start probing.
    Good luck!
