Weird low beam problem, PLEASE HELP!

When I pull the headlight switch thingy all the way only my driver side headlight works but not the passenger side (also note my interior dash lights seems to go dim when doing so) at first I thought it just ran out of juice but when I turn on the high beams the passenger low beam light it works, but only on the high beam mode

86 had sealed beams. It's a duel filament light. The low filament is burnt out.

When you say your interior dash lights go dim, which ones are you talking about? The ones behind the onboard computer or the ones for the gauges? The computer lights will dim automatically when you turn on the running lights or the headlights; twisting the knob you pull out adjusts the brightness of the computer/gauge cluster lights.
