are the lights interchangable from side to side, like can i pull a set of left lights and get a right side housing and put them in? or is there some negative effects of doing this?

The backs are, aka the bulb holder but the project assy is not. -
but i'm saying if i had the whole light everything, i could just put it into a left or right hand side carrier with the 3 mounting screws.Comment

No. look at one for a moment they have 3 mounting bezzels and they are in an inverted L shape and point inward so they would be not aimed correctly if you were to mount them askew anyway.
