I have my driver side low beam out which wouldn't be a big issue on its own but when i have my high beams on, all four lights come on. Meaning the low beam must be good. anyone know what the problem could be?

Your low beams are dual filament. The low filament is out but the high filament is still good. Replace the sealed beam. -
