so because i am NOT an electrical expert, and DO NOT advise messing with relays/fuses/etc trying to figure out independent fogs if this is such the case, i figured out my own way to have indy fogs. its not rocket science but it works.
BASICALLY all i did was install an inline switch on the low beams, this way you can turn them off once you have the lows and fogs on.

WHAT YOU NEED:
(1)~30ft 16ga primary wire
(1)DPST switch (double pole, single throw)
(4)spade terminals (female for switches, match appropriately)
(1)wire stripper/cutter
(1)roll of electrical tape (or soldering iron + shrink wrap if you prefer)
(1)phillips screwdriver
(1)flathead screwdriver
(1)razor blade (some kind, i used an x-acto)
REMOVE
1.kick panel
2.headlights
3.grills, (left, right, center kidney)
4.plastic cover behind headlight
PROCEDURE
1. run 4 wires from under your kick panel to the headlights, 2 for each side
- under your kick panel youll find a large rubber gasket in the firewall which has the wiring harness coming through it. you should see 2 unused openings in it. i cut one open to run the new wires through.
-run 2 wires to each side, following the stock wiring harness. i ran them through the stock plastic ties that hold the bundle down. to get across to the pass. side youll see the wires run infront of the radiator fan
2. connect your wires.
-on the kick panel side, crimp on your spade connectors
-on the headlight side, cut the brown wire running to each low beam (i did mine close to the plugs)
-spice in the two new wires, one to each side of where you cut.
3.connect your switch.
-put it wherever you want on your kick panel / dash. with the 30ft of wire i had, i had to keep it low by the door gong speaker
4. put everything back together

VOILA! independent fogs! now just turn your headlights on as usual followed by your fogs. then, flip your new switch off to turn the headlights back off leaving only the fogs!
**only little issue is that it throws the low beam check on your check panel. this doesnt bother me, but it may bother you.
**if you have wired in ellipsoids on your early model via the spade terminals into stock plugs it only makes it easier as you don't have to splice into your headlight wire, you can just do space terminals on the headlight end.
