No headlights, highbeams, foglights or power windows

I was trying to do the independent foglight mod and something went wrong. I ended up popping fuse #28 and after replacing the fuse I no longer have low beams, high beams, foglight or power windows.

Tested all of the relays and they all work.

Jumped 30 to 87 on the K5 window relay and power windows switches light up and work when activated. Plug a relay in and window switches do not work.

Jumped 30 to 87 on the K4 low beam relay and the headlights light up. Tested 86 for voltage and got +12 volts. Plug in a relay, pull the headlight switch and headlight do not come on. I connect a wire to 85 and I get +12V but when I take 85 to ground to bypass the headlight switch and headlights do not come on.

So any ideas where I should look from here?

Sounds like bad relays. Are you sure they're good?

Hooked them all up to my power supply and tested them to see if they activate and open/close when power is applied and they all do.
