Rear lights / license plate light not working

So I’m using the attached diagram. I’ve checked fuse 23 and have power, I swapped it w a new one just Incase. I have checked C103 8/9 Pins and have no power which was recommended by another thread.

i have no power at the light tray or at the lights.
is there something else I Can test? Since it’s both lights based on this diagram I don’t know what the issue would be. The check relay?

Figured out. My relays were not installed. Glad I can wake up and still feel like a dumbass
