Time for a new instrument cluster board?

I recently replaced my SI board and thought that would fix my tach temp problems on my instrument cluster. The temp gauge works now but ... my tach does not. The tach looks good on the back but my circuit board has some issues. Also, after the si board change out the dummy lights no longer light! Any thoughts?

I checked the sensor and sending unit and they both have the correct resistance. I am going to check out C1 pin 7 on the back of the cluster for continuity.
