Unloader relay issue - one or the other, but not both

I have an issue with the two unloader relays in my '88 is. If I plug just the power window relay in (K5), the windows work. If I just plug in K7, the fan works. However, if I plug them both in, only the windows work. Anybody else seen this issue? Thanks.
