strange headlight issues..HELP!

When I turn my low beams on they work just fine, but if I turn on the fogs all of the lights dim on the passenger side and both high beam bulbs glow a little. Same thing happens when the high beams are turned on. Is this a ground issue? The switch its self? Input would be great!

classic symptoms of a bad ground yes, its trying to find ground thru the high beam filaments which is why they glow ,download a ETM here for your year and model and find all the associated grounds and clean/tighten them
