Need second opinion: Rear blinkers and running lights on together.

Alright I've spent too much time looking at my ETM and everything has become a blur. I need some fresh eyes to look at this.

I bought a late 91 325iC body harness to put into my 91 318iC. Fixed 20 years of aftermarket installs, modified it for my uses, and put it back into the shell. Everything works as it should except for one thing, the rear blinkers. The rear running lights and blinkers are coming on together (ie: blinking together). When the lights are switched on, the blinkers come on with the running lights. The cluster indicator comes on and the relay is getting too much power to function, ie: blinkers no workie.

Now I've spent quite a bit of my own time looking at this and the only solutions I can come up with (grounds and crossed wires) all check out. Nothing is out of place and everything is connected as it should be. Brake lights and reverse work fine.

I've replaced the rear light check relay, head light switch, hazard switch, blinker switch, rear bulb carriers, and the like. No change.

Here's what it looks like. Note: pass side running light has no bulb in it.
