Windshield wipers gone full retard (video)

So, I've had this issue for a while. When in the first wiper setting, the wipers seem to freak out when they are coming back down and the regulator makes this weird noise. However, they work perfectly fine in all other modes....just not the slowest one...

    Here's a video:

    Thanks!

You need to replace the big black box in the fuse box. Its the wiper control relay. Also adjust the driver wiper so it wont bottom out.
What the noise is is the relay clicking over.
Be lucky it dosnt stick on. Had that happen before.

The nuts holding them on are loose? the noise is probably from the little splined stub rotating inside the wiper arm

Tried that, I get the same noise...and the wipers worked on the car I took it off.

The noise is coming from the regulator, I can feel it vibrating when it's making the noise...

Also, I should mention that after a while they start working normally.

Check the wires for lose connections. The noise is the relay switching on and off super fast.

This is after letting them run for a couple minutes...

Edit: After taking that video it has stopped making noise...wtf?!

Should I check near the wiper stalk on the steering column?
