Fuse 21 is pulling 11v when the cluster is plugged in. The 11v draw is only their when the SI board is connected to the cluster.
I have replaced both SI batteries that were under a volt, they were replaced with the same factory batteries.
The batteries have been bad for over 6 months and due to this I have had to remove fuse 21 for this period of time.
I am now committed to fixing this issue before driving it again, so currently the vehicle is in a few pieces!
I am wondering if because the batteries were bad for a long period of time that the SI board is now not pulling from the batteries because it has already shorted a diode or whatever is in between the SI batteries and the 12v source used when the batteries go bad.
I didn't experience any issues like the cluster having problems or the SI lights staying on after turning the car off, just the service indicator wouldn't reset and this caused the oil change light to burn out which I replaced when I replaced the batteries.
I have tried another one of my SI boards that had bad batteries on it as well and it also pulls the same draw.
I also have an issue where the check panel is pulling a draw as well and I have to keep it unhooked.
