    Blower Motor not getting power

So on 1991 318is I went to put a blower motor in it because there wasn't one in there. I tested the motor and it is working just fine in my other 318, I swapped the resistor with a known working from the other car as well. I even replaced the K7 relay from the other car because I know it is also working. I'm still not getting any voltage to the two wires going to the blower motor on any setting.

I am wondering could it be because I don't have the engine harness connected to the car, and the engine is pulled out? I wouldn't think that has anything to do with but it is the only other thing I can think of as of now.

    Have you checked fuse 20?

Is ground 200 above the brake pedal still grounded?
