Blower fan doesn't like to slow blow

Ok. This morning I was stuck in a nice snowstorm in traffic, bumper to bumper and I couldn't see the guy in front of me snowstorm, and my fan stopped. It was on 2 and stopped. It has been whining for a while now but I dont think that's the problem. I turned off the fan and put it on 1, nothing, 2, nothing, 3 blew like 2, lol, then it jumped to what 3 should blow like, put it on 4 and it was fine. Went back to 2 and 1 and it was off. But 3 and 4 work fine. I left it on 3 for 10 minutes and no problem. It also clicked when It shut off on 2. I'm horrible with anything electrical so all help is greatly appreciated. Keeping the fan on 3 sucks. To noisy. Oh and "brake fluid" light came on. -_____-
