windsheild wiper woes

So I can't turn off my windshield wipers unless I take the fuse out
I tried 2 different wiper relays from junkyard cars and the wipers still don't turn off..unless the relay is removed or the fuse is removed
Also when I remove the wiper stalk they just run
Do I have 3 crappy relays? I don't think so because both parts cars still had the wiper fuse installed
I suck at electronics


Where else do I look?

Grab a test light, connect the alligator clip to a +ve connection and probe terminals 85, 15b, F1, and F2 with the relay out.
