Speedo gets stuck at 65 and 80?

So when I get on the freeway the speedo is great until I hit 65 where it stops climbing. If I go past 80 most of the time it springs right back up to where it should be. Most of the time it will stay at 65 until I go below 65 again. Every once and a while it has no issue passing 65.

I haven't seen anyone with a similar issue. Thoughts?

Tried reflowing solder joints but no luck. Gets stuck at 70 now, though less frequently. Also it seems to be making a grinding or ticking noise, it's really rapid and muffled but it definitely sounds like it's either coming from the speedo or tach.

Bump for a hopeful solution. Anyone know if I can swap a speedo from a different cluster?
