High beam fuses/Fog light fuses keep blowing?

So I noticed a little while ago that my high beams and fog lights weren't working, so I decided to check the fuses. Sure enough, they were all blown. I replaced them. I turned the high beams on for a quick test and got maybe half a second of high beam light before the fuses blew again, same story with the foglights. What's going on here? Maybe a relay issue? Help!
